The ‘Entidad Urbanística de Conservación del HACHO’ (EUC) was set-up in November 2006 by the Ayuntamiento and a small number of selected residents of the El Hacho area. The aim of the EUC was to provide services for ‘El Hacho’. At the November meeting a committee was elected and a budget approved. Our lawyers have advised us that such entities can be set up in Spain for maintenance of an area BUT ONLY IF ALL THE RESIDENTS ARE ADVISED IN ADVANCE AND HAVE THE CHANCE TO ATTEND THE SET-UP MEETING TO VOTE EITHER FOR OR AGAINST THE ENTITY.
In El Hacho, only a small number of residents were given the opportunity to attend and vote. The result has been the establishment of an entity (EUC) over which we have no control and which will be charging us for maintenance of the area. These charges will be IN ADDITION to our Rates (IBI) & community fee which we already pay. The EUC has overheads including administration and running costs which will be covered by the charges it will make. The EUC also has a budget which includes the repayment of a loan of some €396,000 which had not been verified nor audited. |
